Bridging the HCP and the AP and Defining my Advocacy

This is the requirement from our professor, we also read a PowerPoint to know what we should do to bridge HCP and AP and finally state my advocacy. The following is my answer: 

 

The purpose of my HCP was to historically contextualize the air problem in China particularly in Northern China, from 1991 to present. During my research, I found the important controversy surrounding the factor of air pollution and its solving policies. For Northern China’s air pollution of P.M 2.5, the industrialization plays an important role in air pollution. The policies that China’s government made mostly concentrated on the construction and the procedure of industrialization such as a regional level joint prevention and control system. Opponents of the strict policies argued that it will staged the development of economy and industrialization, a more scientific and environmentally responsible alternatives of these strict polices are need. 

Causation

The cause of severe P.M 2.5 in Northern China is because of the fast-pace industrialization and the geographic matters. From what I have learned of it, it will help to understand and figure out weather policies are scientific to solve the problem.

Cost/Benefit

The benefit of the strict policies are the good changes to air quality in Northern China, and other parts in China could also benefit from it. The cost is the speed of economic development and industrialization especially in Northern China. 

Feasibility

The strict policies for P.M 2.5 in China is feasible but with big loss in economic development and industrialization. It will be supported by people but not by most industries.

hi Kevin,

This is a good start in shifting to the AP, but a couple points I want you to keep in mind. First, when researching 'cost/benefit,' make sure to pay attention to how different parties define and understand 'cost' and 'benefit' differently. For example, industry leaders will define these terms much differently than environmental groups. It will be important to bring out these differences in your paper. 

This should also help in thinking about feasibility, as well as bringing 'comparison' into your list of techniques. China, as a country that has experienced increased industrialization and urbanization in the mid-20th century, as well as the environmental problems associated, is hardly unique; finding another, comparable country and understanding the successes and failures they've had in dealing with air pollution could be helpful.

From these comments, I got two important messages. The first one was that I needed to pay more attention to different size hazes in Northern China. The second point was that I needed to make a comparison between different cases such as Los-Angeles-type smog happened in 1970s and London Fog in 1952. From studying and comparing these two cases of air pollution, I could write about solutions for China to deal with the haze problem in Northern China area.
